The Project Leader leads and manages multiple, complex technology projects from inception to implementation, then handing off the product or system to Operations and Support. Throughout the project life cycle, the Project Leader works with and through internal and external technical staff at all levels of expertise, some of whom may be elsewhere in Canada or in another country. The Project Leader should be able to effectively manage the project plan, budget and resources and ensure that project commitments and expectations are met to the client’s satisfaction. To succeed in this position, the Project Leader must be an adept negotiator and facilitator, competent at relationship building and conflict resolution, possessing superior presentation skills and acting decisively at all times.This position is part of the Project Management Office (PMO) within Canada IT reporting to the Group Lead, PMO. Qualifications Education/Experience At minimum, a diploma in business or technology Courses in project management, conflict management, business process re-engineering, managing e-business projects, etc. Has actively managed projects for at least 2 years Has shown that they can effectively manage a project (not a sub-project) from inception to implementation Capabilities -- Core Communications Delivers clear presentations that are appropriate to the audience and that achieve the intended results Presents their point of view persuasively Can produce complex written documents Interacts effectively with the target audience to obtain buy-in on difficult issues (e.g., proposed changes in operating procedures or culture) Facilitates sharing of information and ideas, assisting individuals and groups in reaching consensus; negotiates the needs of diverse groups Client Service Skills Keeps an open dialogue with the customer and monitors their satisfaction with the project or deliverables Manages customer/client expectations by: - communicating issues, implications, risks, and results - defining and prioritising issues, problems, and opportunities - gaining consensus on what needs to be done - recommending approaches and solutions - clearly communicating scope, timing, cost, deliverables and resources People Development Motivates and encourages team members by probing them for new ideas and fostering enthusiasm Resolves issues and encourages co-operation among teams with conflicting goals and objectives Trains new staff in the technical fundamentals of the job Works with team members to develop challenging personal development plans that align unit, team and individual needs Project and Change Management Uses a structured project management methodology in leading a project Develops a project initiation document that allocates resources, identifies possible impediments and defines tasks and deliverables, assigning tasks to individuals Develops a project approach or work plan that: - communicates the project vision - defines goals, objectives strategies and deliverables - provides cost projections/ estimates and consolidates budget components - lays out a communications plan for project sponsors and stakeholders Effectively manages projects to completion, by: - setting performance objectives for individuals - securing required resources - monitoring project progress and adherence to budget - developing implementation or change management strategies - resolving conflicts within the team Problem Solving Weighs the merits, problems and risks with alternative solutions Develops sound and creative ideas or solutions to customer issues or problems Encourages others to think creatively in generating solutions to problems Capabilities -- Functional Technology Demonstrates knowledge of current and leading-edge technology Identifies and applies opportunities for using technologies to support business objectives Understanding Business Processes Conducts focus groups to identify needs and determine strengths and weaknesses in business processes Recommends an IT project or proposed operational best practice to improve a business process Relationship Management Participates in strategy or other management meetings with clients Provides assurance to the client that the strategy will support the business need Product or Service Integration & Deployment Assesses the potential impact of a product or service in terms of: - training needs - work process changes - staffing changes - support Develops a deployment plan by applying broad knowledge of technology options and client requirements or needs Co-ordinates the delivery of the deployment/integration test plan Co-ordinates integration/deployment activities with multiple project teams Manages and resolves post-deployment issues
